  12. This is a list of classified U.S. Department of Defense programs for fiscal
  13. year 1995. This list includes items from the procurement budget, and the RDT&E
  14. (Research, Development, Test and Evaluation) budget.

  16. NOTE: This is a preliminary version - a more accurate picture of the costs
  17. of these programs will be made after I obtain the joint House-Senate Armed
  18. Services Committees defense budget for fiscal year 1995.

  599. Costs of these programs are those the House of Representatives has approved
  600. -- there may be minor changes in the joint Senate-House appropriation for
  601. fiscal year 1995. Unfortunately, the Senate-House joint budget that was
  602. decided in June of 1994 has not yet appeared at my local federal depository.

  604. Other classified programs exist, but funding is provided by Department of
  605. Defense components, such as the Office of the Secretary of Defense (OSD) or
  606. the Defense Intelligence Agency. The House Armed Services Committee uses the
  607. phrase "appropriated but not authorized Special Access Programs" to describe
  608. these. An example would be the Air Force's "Project ELEGANT LADY", PE
  609. 0208040F. Also, given the secrecy surrounding classified programs, I've
  610. probably missed a few in the budget documents I've seen or made mistakes in
  611. the information given above.

  613. Although Article I, Section 9, Clause 7 of the U.S. Constitution requires that
  614. all public money be publicly accounted for, senior military officials seem to
  615. feel the Constitution doesn't apply to them. That's the reason I created this
  616. report -- to expose acts that violate the U.S. Constitution. I believe that
  617. American taxpayers have a right to know how and where their money is being 
  618. spent.
